　　一片雪花飘过冰封的地球和列车，刚刚得到的自由又变得混乱，因为肖恩·宾饰演的“雪国列车”创造者Wilford回来了，与Layton针锋相对。

　　包公（金超群 饰）奉命彻查蔡河决堤事件的始末，都水监杜平向包公揭发王公大臣于蔡在河边私自搭建亭台楼阁导致惨剧。然而，机敏过人的公孙策却在其中发现了疑点，大坝工程的偷工减料才是蔡河决堤的首要原因，而杜平的舅父罗琼则牵扯其中。
