故事就发生在名为哈吉布基的森林里。有一群小老鼠生活在这片森林中，在这里，像他们这样的小动物需要时刻提防体形更大的动物，比如森林里的狐狸，不然就会有被吃掉的危险。其中的一只小老鼠在家人遭遇危险之后终于决定做些什么：他要让森林里所有的动物都能接受一部法案，这样大家就能相亲相爱地生活在一起。
