　　盘踞在“金新月”地区的国际大毒枭自己的部下前往中国和藏匿在中国境内的一个代号为“雪豹”的贩毒集团进行交易。市公安部门得知情报后，立即部署抓捕行动，但是，这次行动只抓获了前来交货的外籍毒贩，而中国境内外的贩毒分子却逃之夭夭……
　　为了破获这个横跨中国西部地区的贩毒集团，抓获“雪豹”，警方成立了专案组，将追捕行动定名为“雪豹行动”，并联合多地警方共同破案。

　　朗天雅（张敏 饰）、范小青（刘美娟 饰）和施建南（汤镇宗 饰）是在同一个地方插队的三名年轻人，闭塞的环境中，单纯善良的天雅和小青同时喜欢上了建南。之后，天雅跟随着大哥天赐（汤镇业 饰）来到了香港，在这里，她结识了名为庄伟（张国强 饰）的男子，两人组建了家庭。
